“We should accept that we have now become separated in terms of real power from two of the four permanent members of the security council (the United States and the Soviet Union) and that we should adapt ourselves to the position of being a medium power plus, ie we should work towards being an active member of a manageable group of like-minded West European states. However, we should still maintain our position as a permanent member with the veto, not only in order to protect our national interests but also to provide an effective balance to the two super-powers, acting where appropriate on behalf of the medium and smaller powers”.
